#Abstract
The aim of the study now present is to understand the changes in housing conditions in Greater Oporto during the expansion of this urban agglomeration. An attempt has been made to integrate this work within a framework of major metropolitan transformations and of inter-relation between municipalities without nevertheless losing sigh of its identities and characteristics. The first part is dedicated to the theoretical framework within which we will articulate the various approaches to housing problem with the expansion of the city. We will then analyse the principal structural blockages to housing production and finally asses the significance of housing quality within the context of quality and sustainability of the urban environment. The second part deals with the housing conditions of the population in the c area from the mid-19th century to the 1990s. We analyse the changes having an impact not only on the growth of this agglomeration but also on the alterations to the pattern of population and housing distribution and also on housing conditions, whilst at all times highlighting the role of various agents acting on the housing market who were responsible for these alterations. In the third part a case study suggest ways to access housing quality. The study ends by underlining that the housing conditions of families have improved considerably both in terms of access to housing and ownership, and of the quality of the dwelling, although some needs were detected. We see how in many of the housing estates studied there are a number of situations that jeopardise their residential quality, giving them a rundown, degraded aspect, involving social and spatial stigmatisation, although the analysis can, nevertheless, be considered positive. However, we believe that we are still a log way from the effective urban quality of life and from a sustainable environment in witch territorial and social cohesion is vital. We think, therefore, that a series of measures to transform the concept of Controlled Housing (CH) into quality Controlled Housing (QCH) must be adopted. The foreseeable increase in the conditions of national and international competitiveness in Greater Oporto in this new millennium naturally imply that the territorial and socio-cultural cohesion of this area must either be strengthened or transformed into a healthy and sustainable space witch we consider to be nor a utopia but a major challenge.
