AbstractOur societies create new demands to individuals regarding qualifications, competencies and learning processes. In Portugal, social inequalities in this domain are much accentuated. The majority of the adult population presents low levels of formal education, a process reinforced also by reduced levels of literacy. This article focuses specifically on adults with low formal education that were recently involved in processes of recognition and certification of key-competencies. In a theoretically focused and guided way, we analyze a set of relevant dimensions for the comprehension of the contexts, dynamics and processes that, during the life course, condition, or allow the development of competencies, namely, literacy competencies, as well as the possible effects of a devise that aims, besides the certification of acquired key-abilities, the development of missing competencies.
