#Abstract
Questioning the decentralization process of social politics, namely one of its more pressing and more demanding areas as it is the housing politics, we try to present, here, the main conclusions of a case study carried through with two essential orientations: in one hand, to analyse in witch ways has evolved the conception and the implementation of social politic measures on housing, by the diverse instances of political power with responsibilities in this domain; on the other hand, to inquire its impact in the sociabilities, representations and in the relationships of the inhabitants themselves and with the respective instances that are in charge of promotion and management of their habitats. The existing ambiguities in legislation contents and the difficulties of connection between central and local political entities involved in the making up of measures and projects in question, as well as the incapacity of involvement with local communities, nothing have contributed for the improvement of the quality of life of the inhabitants in those spaces of social housing and for the extension of their autonomy and possibility of active management of the related spaces, on the contrary, it contributes for the maintenance of a status of sub citizenship of the inhabitants in contexts of exclusion and self-exclusion.
