AbstractThe extreme events associated with water scarcity or abundance are influenced by climate and its dynamics (climate vulnerability and climate change), and can threaten the balance and functioning of societies. This work aims to: understand the relation between the concepts of resilience, risk, vulnerability, adaptation (to climate change) and risk mitigation; discuss the role of municipal planning instruments, including municipal spatial and emergency planning on the promotion of resilience. According to Saavedra and Budd (2009), resilience is the ability to anticipate future changes and dynamics in order to adapt and be prepared to address them, and the planning tools that allow one to reduce losses and damage. Adaptation is one of the ways to focus and integrate the tools of spatial planning and risk prevention. The concepts of adaptation under climate change, and mitigation as part of risk management, have parallel paths and both of them have similar roles in promoting resilience.
