#Abstract
In this article we refer to the international and European framework of the right to social security and then deepen the subject of pension reform in the European Union, a subject under study since 2010. The article then analyzes the extraordinary tax on pensions in force between 2011 and 2016 in Portugal, the Extraordinary Contribution of Solidarity, in particular their constitutional analysis.
