AbstractOne of the consequences of corruption is poverty, which is associated with violence and political instability. The relationship between these realities is complex and there is positive feedback between them. From a longitudinal analysis of the European Values Survey (EVS) data, between 1990 and 2008- 2010, some empirical illustrations are presented for the Portuguese situation and for the average of the countries of the European Union, listing the cases mentioned above. It is concluded that Portugal presents a level of human capital slightly below the average level of the scale (of 2,8) and below the level of the other countries of the European Union, which shows that it continues to be a country submerged in contexts of democratic and civic fragility. This reality is also perceptible when analyzing the institutions that represent democratic stability, since most of the Portuguese place these institutions as the least credible, thus evidencing the lack of security in democratic structures.
