AbstractOver the time, about 13.000.000 Romanians spread in the world because of the history’s caprices or in order to look for a better life. Out of Romania’s borders they have developed the Romanian Diaspora. One can find out Romanians in the United States, in Canada, in Bessarabia, in Netherland, in France, in Spain, in Germany, in Italy, in Great Britain, in Portugal, in Hungary, in Ukraine, in Bulgaria, etc. 5.000.000 from the 13.000.000 Romanians left Romania after 1990, therefore after the Romanian Revolution in December 1989. After Romania came in the EU many medical-doctors and engineers left for Italy, Spain, Germany and Great Britain where the wages are much higher than in Romania. As many young people left Romania, their absence could affect in the future the funds necessary to support the public pensions system. Moreover, Romania loses 80.000 Euros for each Romanian emigrant who left Romania, being bachelor of a higher education institute. In order to prevent the young Romanians leave their country, an economic development program for Romania must be elaborated, for 5 or 10 years, a program for the industry, agriculture and tourism development taking into account the natural resources and the potential of Romania, a program intended to create new, better paid jobs, according to the personal performances. One must create also a legislative system obliging the enterprises to employ young people exempting from taxes the concerned enterprises, at least for one year. As it regards the young people, they are themselves also exempt from taxes in order to enable them to enter in a loan agreement with a bank to buy a flat and to establish a family. Moreover, the enterprises employing unemployed people could be exempt from taxes for one year. Focussing on the creation of enterprises, creation of jobs, wages according to the personal performance, Romania could keep its manpower and could also attract back many Romanians who have left their country.
