Sustentabilidade a circular como economia circular? : Como um modelo económico pode primar pela sustentabilidade
Ana Coelho
Documento (.pdf)
AbstractWith increasing pressure on resources and the environment, the European Union has searched for an economic model that promotes resource efficiency. This is what defends the manifesto of 2012 for an efficient Europe in resources and the 2016 National Reform Plan for Portugal. What is it then exactly? A model in which materials are maintained in the productive cycle, through reuse, recovery and recycling of materials reaching closed cycles. Defended and disseminated in the world by various institutions; it aims to generate more value with less use of material, energy consumption, and emissions of CO2eq. According to the World Economic Forum this circular model will contribute to 1 billion dollars annually in 2025. But how to follow this "Industrial revolution for the new generation"? It begins in the design of the system or product, where we (re)think mechanisms, and we develop ecodesign, assuring Sustainability. Europe is targeting several policies, and the European package of the economy is a good starting point. But after all, how does the Circular Economy (CE) circulate? Boosters and blockers of CE were treated through a SWOT analysis: a key tool for strategic planning that identifies key elements and acting priorities, a qualitative analysis complementary to the quantitative forecast; identifies and formulates strategies that use forces to take advantage of opportunities and to avoid or reduce the impact of threats; correcting weaknesses by taking advantage of opportunities; and are defensive tactics aimed at reducing weaknesses and avoiding threats of economic, social and environmental sustainability. Sustainability and its interconnections are crucial for the good grasp and transmit sustainable development within the societies.
